The principal functions of Primary Care Trusts and Local Health Boards is the commissioning and/or provision of health services. However, integral to the provision of services and their operation is the property portfolio retained by the Trust or Board which can provide a range of opportunities and liabilities.

Effective asset management can seek to maximise the return both financially and in terms of service provision and seek to minimise liabilities. Opportunities may exist to mitigate annual costs possibly through reviewing the business rates and service charge controls and effectively negotiating rent reviews. Potential income opportunities may exist where properties are surplus to requirement or premises are being under-utilised, with the letting or marketing of accommodation and more effective management of space . Capital receipts may be enhanced through the use of sale and lease back arrangements
